A company protested the award of a contract by the Defense Logistics Agency (DLA) to the second low bidder. DLA rejected the protester's bid on the total small business set aside solicitation as nonresponsive since the protester's bid failed to indicate whether the bidder would furnish products manufactured or produced by small business concerns. The protester's bid was properly rejected as nonresponsive and may not be considered for correction, regardless of circumstances, since to permit the bidder to make a bid responsive by altering the bid after opening would be tantamount to permitting the submission of a new bid. The protest was denied.
