Protest Alleging Agency Mistakes in Proposal Evaluation

A firm protested the award of any contract under a request for proposals for computer-related equipment, alleging that the agency made three mistakes in the initial evaluation of its proposal which may have affected its standing in the selection process. The protester recommended that a qualified computer specialist be assigned to evaluate all technically qualified bids to assure the propriety of the evaluation process. GAO found that while there were errors committed in the initial evaluation of the proposals, a rescoring of the proposals did not alter the relative position of the offerors. GAO does not evaluate proposals, and will not question a procuring agency's determination unless there is a clear showing of unreasonableness, abuse of discretion, or violation of procurement statutes and regulations. The protest was denied.
