Request for Reconsideration

The Chairman of the Civil Service Commission requested a reconsideration of a decision which disallowed the compensation of attendants of handicapped employees whose services are required when the employee participates in training outside of his official duty station's locality. That decision held that the services provided would be personal rather than directly related to the training, and no existing law provided agencies with the authority to incur such expenses. The Chairman requested that the the decision be revised to permit agencies to authorize per diem allowances for the services. It was held that since such expenses are not covered by per diem or actual subsistence reimbursement, the agencies may not authorize per diem allowances for the expenses.
