A company protested the award of a contract for transcription services by the Department of the Interior (DOI). The protester maintained that DOI was required to order this work under a Federal Supply Service contract with the protesting firm. Protests other than those based upon apparent solicitation improprieties must be filed not later than 10 working days after the basis for protest is known or should have been known, whichever is earlier. This protest was filed 16 working days after notification of its basis and therefore was untimely. The protest was dismissed.
