A protester contended that the award of a contract for custodial services by the Department of the Army should not have been made to the low bidder because the bid was too low for the awardee to be able to furnish the required number of employees needed to perform the services. The protest was dismissed because the question of whether the low bidder had the ability to perform the solicitation requirements was a matter involving a determination of the firm's responsibility. Since the awardee's bid was responsive to the solicitation requirements, acceptance by the Army bound the firm to perform in accordance with the solicitation requirements at the contract prices. Whether or not the awardee provides the adequate number of personnel during performance is a matter of contract administration, and not for consideration by GAO.
