An employee of the Defense Logistics Agency claimed reimbursement for certain real estate expense incurred in the purchase of a home incident to his official change of station in 1977. According to the settlement papers, the employee was charged an unitemized cost of $300 under the category of a loan origination fee. This claim was disallowed. On reclaim, the employee provided an itemized list totalling $178.25. Payment was authorized for that amount which left $121.75 outstanding. While the claimant contended that the remaining amount was an appropriate charge as an escrow agent fee, there was nothing in the file to show that there was an escrow agent for settlement purposes. In the absence of such evidence, all sums not specifically accounted for were nonreimbursable finance charges. Accordingly, the amount claimed by the employee in excess of the previous settlement was disallowed.
