A carrier requested reconsideration of a prior decision disallowing its claim for recovery of an amount set off for the value of three lost packages of wearing apparel. The claim represented $1,540.99 set off by the Government to recover the value of the lost packages. The original claim was disallowed because of the Government's prima facie case of carrier liability for the shortage. The carrier alleged but offered no evidence ahat the packages were not delivered by the shipper to the carrier at the origin. The prior decision was affirmed.
