Amount of CETA Appropriation Under 1979 Continuing Resolution

The Assistant Secretary for Administration and Management of the Department of Labor made an inquiry concerning the amount of funds which had been appropriated for Comprehensive Employment and Training Act (CETA) programs by a joint continuing resolution for fiscal year (FY) 1979. It was the position of Labor that the resolution appropriated sufficient funds to allow these programs to operate throughout 1979 at the rates of program operations in effect at the end of FY 1978. GAO believed that the term current rate for operations, as used in the resolution, was equivalent to the total funds which were available for obligation for the programs for the previous FY, including funds appropriated under authority other than the CETA statute.
