Due to the emergency evacuation of Saigon, the claimant was not fully compensated for services performed during April 1975. Since payments for the services were to be made in South Vietnamese piastres, the claim no longer has any value. Therefore, the claim for packing, crating, and transportation charges for goods belonging to Department of State personnel stationed in Saigon, South Vietnam, was denied by GAO. The claimant appealed the denial of this claim, but GAO upheld its former decision. The firm also alleged that it had purchased materials in advance due to an anticipated short market supply of packing materials. Although the materials were not used, the firm requested payment. GAO held that there was no basis for recovery of the costs of the materials.
