Three companies protested the contract awarded by the Army for the furnishing and installation of a low light closed television surveillance system, whereupon the Army terminated the contract. The Army decided that the camera failed to comply with a design characteristic listed in the specification. The awardee protested the contract termination and asserted that its camera should be considered acceptable. The second low offeror under the solicitation also protested the cancellation, claiming that it was entitled to the award as the low offeror. The protests of both firms were denied. Since the Army decided to resolicit on the basis that the brand name specification for the camera overstated the Army's minimum needs, GAO agreed that the termination of the contract was proper.
