Claim for Temporary Promotion While Performing Higher Level Duties

A Veterans Administration employee appealed a previous settlement which had denied his claim for a retroactive temporary promotion and backpay for a period in which he performed higher level duties. Since the claimant did not present sufficient evidence to meet his burden of establishing the liability of the United States and his right to payment, the previous settlement was sustained.
