GAO was requested to appraise S. 697, a bill pending in the Senate, as to its projected effects. The bill would reduce by $500 million the amount that might be obligated for travel and transportation of officers and employees of the executive branch for fiscal year 1980. This savings would represent about 6 percent of the amount currently budgeted for the purpose. Congress tried briefly in 1974 to accomplish the same purpose through a 10 percent across-the-board travel reduction, but the attempt failed because of the plan's inflexibility. GAO prefers the present proposal because it authorizes the Office of Management and Budget to allocate the reductions among the components of the executive branch, so that the cuts will be made in agencies where they will cause no serious consequences. Agencies needing the funds for travel and transportation will still be able to perform their missions.
