Coil Company, Inc. submitted the only bid under an invitation for bids (IFB) for three heating, ventilation, and air conditioning units issued by the Department of Agriculture. The IFB was canceled because Coil Company's bid was determined to be unreasonable in price. When the requirement was readvertised, another company was the only bidder and was awarded the contract. Coil Company protested that its bid under the initial solicitation was reasonable in price, and that the resolicitation should have been canceled since only one bid was received. The protest was denied. Coil Company requested that this decision be reconsidered. Since the protester did not specify an error of law made in the decision, however, there was no basis for reconsideration. The decision was therefore affirmed.
