Claim for Retroactive Temporary Promotion and Accompanying Backpay

A retired civilian employee of the Air Force appealed a denial of her claim for retroactive promotion and backpay incident to details to higher grade positions. Although the employee was employed in the Housing Referral Office as a GS-4, she was detailed to military positions equivalent to civilian grades of GS-8 and GS-9. Her claim was denied because the positions involved had not been classified to a higher civilian grade or pay level and were military positions. Since a civilian employee temporarily assigned to a military position could not have been promoted, the claim for backpay was properly denied. While performing her duties, the employee should have filed a position classification appeal to have her position classification reviewed and upgraded; however, this remedy may not be applied retroactively.
