The Department of Transportation (DOT) issued a request for proposals for the procurement of a cloud height indicator system, and the protester submitted a proposal. DOT advised the protesting firm by letter that its proposal was rejected for technical reasons. The protesting firm filed a protest with GAO that the rejection of its proposal by DOT was improper. Since the protesting firm did not file the protest with either DOT or GAO within 10 working days after receipt of the rejection letter from DOT, the protest was untimely. The protest was therefore dismissed.
