A civilian employee of the Department of the Navy requested reconsideration of a disallowance of his claim for a retroactive promotion with backpay. For 2 years the employee performed duties that had been previously performed by his supervisor before the department underwent reorganization. The actual transfer of functions performed by the supervisor did not take place immediately, and the employee performed these duties until the position was reclassified and he was given the new post. Since the employee was not officially appointed to the higher grade position during the 2 years in question, the disallowance of the claim was sustained. Federal employees are entitled only to the salaries of the position to which they are actually appointed, regardless of the duties performed.
