The Equal Employment Opportunity Advisory Council (EEOAC) of the General Accounting Office (GAO), an 18-member group representing 15 offices and divisions, meets each year with the Comptroller General to discuss EEO matters in GAO. The EEOAC found no criteria for career ladder positions in the GAO divisions that were reviewed. More career development opportunities are needed for support staff. Divisions and offices need more guidance on personnel functions. There are imbalances in the representation of minorities and women. Bias may be occurring in the competitive selection system. GAO should attach the highest priority to developing a career management system for the support staff. When it delegates personnel authority, the Office of Personnel should: provide where necessary any technical assistance needed; prepare specific criteria for personnel actions; and periodically monitor to make sure the divisions are carrying out their authority in a consistent and effective manner. The EEOAC recommends the establishment of a comprehensive, systematic EEO evaluation program to be developed by a permanent task force.
