A protester objected to an agency's decision to procure shorthand reporting services from a single contractor for the entire country, and questioned the propriety and legality of the change from the customary practice of procuring such services on a regional basis. The procuring agency stated that it hoped to reduce costs and administrative problems by procuring all of its reporting services from a single prime contractor which was expected to subcontract with other firms. The protest was denied since determinations are not disturbed unless it is indicated that such an approach is without reasonable basis.
