Two bidders protested that award of a contract to another bidder for the management and operation of base security services at the Los Angeles Air Force Station, California, under an invitation for bids (IFB). The protesters contended that the proposed awardee was not a responsible bidder because it was not licensed to perform security services in California as required by the IFB. The protesters also asserted that there were discrepancies between the IFB and the contract, that the proposed awardee's bid was unbalanced, and that the Anti-Pinkerton Act was unnecessarily mentioned in the IFB. Failure of a proposed awardee to obtain the necessary State licenses is a matter between the contractor and the State and local authorities. The bid was not found to be mathematically unbalanced and there was no evidence of prejudice to any bidder or proposed bidder by the mention of the Anti-Pinkerton Act. The protests were denied in part and dismissed in part.
