A request was made to amend the Joint Travel Regulations (JTR) to authorize housing and cost-of-living allowances to military members whose duty stations have been reclassified from nonrestricted to restricted. In the case at issue, the Air Force determined that it would not maintain family-type quarters at the overseas base, and the dependents of members stationed there were relocated to another overseas area. The JTR may be changed to authorize housing and cost-of-living allowances while the dependents reside at the new designated place, since the dependents had no choice but to relocate when the station was reclassified.
