In the Fiscal Year 1979 budget appropriation for the Immigration and Naturalization Service (INS), $2 million has been allocated for the investigation and prosecution of alleged Nazi war criminals. Though the entire amount need not be spent, the funds must remain available for the entire fiscal year. The agency may also allocate more than $2 million. The figure is not a maximum but a minimum which must be kept available for expenditure for the prescribed purpose. Any unexpended balance at the end of the year need not be reported as a recision as long as the funds remain available and the INS takes no action to prevent their expenditure.
