A company protested the award of a contract to a competitor by the Department of the Army. The protester was determined nonresponsible by the procuring activity, which was affirmed by the Small Business Administration (SBA) when it declined to issue the protester a certificate of competency. The protester alleged impropriety in the relationship between the Army and the SBA office. Notwithstanding the protester's allegations of improprieties, the record indicated that applicable regulations were followed and there was no evidence of fraud or that the determination was made without consideration of vital information. Therefore, the protest was dismissed.
