Claim for Backpay Based on Alleged Entitlement to Retroactive Reclassification

A civilian employee of the Department of the Air Force claimed backpay, alleging that he had performed work which was properly assigned to a higher classification, but this claim was disallowed. Subsequently, the claimant alleged that as he was awaiting an upward reclassification of his position, certain duties were removed from his area of responsibility, halting the reclassification action. GAO's review shows that reclassification of an employee's position is the only issue to be resolved, but since GAO has no authority to consider the propriety of classification actions, the disallowance of the claim is sustained.
