In 1976 the Board for the Correction of Naval Records upgraded a former member's 1954 discharge from the Navy to a general discharge, whereupon the former member alleged that his 1954 discharge was invalid and he would be entitled to payment for that portion of his enlistment which he was precluded from serving by his 1954 discharge. It is held that action taken by the correction board to upgrade the discharge has no effect on the fact of discharge, and the member is not entitled to pay and allowances for the period following discharge to the end of the enlistment in which he was serving. In the event the member did have a valid claim at the time of his discharge in 1954, his claim must be received by GAO within 6 years from the date it first accrues or be forever barred.
