A Federal employee appealed the disallowance of his claim for a retroactive temporary promotion and backpay incident to his alleged detail to a higher grade position from November 12, 1968, to the present. On August 24, 1969, the employee was reassigned in grade to a position which encompassed the duties of the detail, terminating the temporary nature of the detail. The claim was not considered as it was filed more than 6 years after the date the claim accrued.
