A Federal employee requested reconsideration of the denial of his claim for retroactive readjustment of his promotion date. The District Manager of the employee's agency failed to submit the employee's recommendation for promotion when the employee was first eligible because of the press of other work. The agency did not have any regulation, policy, or collective-bargaining agreement which required that the employee be promoted within his career ladder on a certain date. Therefore, the denial of the claim was affirmed.
