The Army awarded two contracts, both over $2,000, for repair work at Schofield Barracks, Hawaii. It was determined that the subcontractor deliberately paid subminimum wage rates to some of its employees, in violation of federal law, and submitted incorrect certified payrolls designed to simulate compliance with labor standards requirements. The contractor failed to respond to several government communications designed to resolve the matter. Consequently, the subcontractor is debarred from contract awards by all government agencies for 3 years.
