The Forest Service requested a decision as to an equitable method of compensating Forest Service employees in the Pacific Northwest Region, who work as dispatchers during the fire season while in a standby status at their homes. Forest Service dispatchers required to remain on standby at their homes during the fire season may be allowed premium pay under regulation issued by the Civil Service Commission. However, Forest Service employees in standby status at their residence and compensated under General Schedule are not entitled to regular overtime compensation for hours of standby at home.
