Since a claimant was never covered by the U.S. Civil Service Retirement System, upon retirement in 1970, a lump-sum retirement payment under the Collective Bargaining Agreement was paid. The claimant alleges that his service during World War II is an entitlement to a retirement annuity and asked for reconsideration of the claim. The Civil Service Commission, having discretion as to what constitutes creditable service for retirement, had denied the annuity application on the grounds that the claimant had collaborated with the Japanese. No reviewable matters were found under GAO's jurisdiction, and the earlier disallowance was sustained.
