A certifying officer of the Department of Health, Education, and Welfare (HEW) requested a decision regarding transportation expenses claimed by an employee who lived outside normal commuting distance from a duty station. The claim was for mileage and air fare expenses incurred incident to the performance of temporary duty. In the absence of HEW regulation limiting reimbursement to travel within a prescribed commuting distance, the claim was paid; however reimbursement was not made for constructive travel costs in excess of actual travel costs.
