A carrier requested a review of a claim for an amount collected from the carrier by administrative setoff to liquidate the government's claim for the value of a lost shipping crate. The carrier claimed that it was not liable for the lost crate because it delivered that crate to the supply center. The carrier's contentions did not explain the shortage and did not rebut the presumption that the shortage was due to the carrier's negligence.
