A carrier requested review of an agency's determination not to refund an amount deducted for damages to a mobile home. It stated that it was not liable because of inherent weaknesses of mobile homes and because of faults by the shipper in preparing the home. A carrier's liability commences when a shipper relinquishes control and the carrier receives custody, and the carrier did not prove that the sole cause of damages was due to an inherent defect. However, the amount of damages was in error and should be adjusted.
