Two companies protested a solicitation requirement that work be performed at the contractor's waterfront facilities, contending that the requirement precluded qualified small business concerns from competition. The requirement was not unduly restrictive since agencies are not required to furnish Government facilities for contract performance in order to permit otherwise inadequately equipped bidders to bid.
