An incumbent contractor protested a contract award to any bidder whose price was lower than the contractor's, claiming that its bid was realistic and reasonable and that all lower bids should be rejected as unreasonable. Submission of a low bid is not a basis to challenge an award, and the question of whether a bidder can perform involves a determination of responsibility which is not reviewable by GAO. Use of a preaward survey to determine responsibility is a matter for determination by the contracting officer.
