A company protested against the agency's acceptance of a Value Engineering Change Proposal from a contractor, contending that the modification was outside of the scope of the original contract. Although protests against contract modifications are not generally for GAO review, a protest alleging that the modification is beyond the scope of the contract is reviewable. The protest was denied since the change did not so materially alter the original contract as to require new competition, and the protester did not meet the burden of proving its allegation where the evidence consisted of contradictory assertions. A protest after the award involving an apparent solicitation impropriety was untimely.
