A civilian employee appealed the disallowance of his claim for a retroactive promotion and backpay for a period of wrongful classification. The claim was disallowed because civil service regulations provide for retroactive reclassification only when a timely appeal results in the reversal of a downgrading or other reduction in pay. If the employee was detailed to and performed the duties of a higher-graded position, he may be eligible for a retroactive promotion even though there was no established and vacant position to which he was detailed.
