Claim for Retroactive Promotion and Backpay

An employee requested reconsideration of the disallownce of his claim for a retroactive promotion and backpay for a period during which he was allegedly assigned to and performed higher graded duties. The disallowance was sustained since the record shows that he was never detailed to a higher graded position, and the classification of the position he held was sustained by the Civil Service Commission on appeal.
