Clarification was requested concerning possible conflicts between provisions of the Department of Transportation and Related Agencies Appropriation Act, 1979, and the formulas for apportionment of airport development grant funds under the Airport and Airway Development Act (AADA). The 1979 appropriation act increases the total 1979 obligational authority from $575 million, set by the AADA, to $629.14 million and increases the amount for general aviation discretionary grants from $15.6 million, derived from the allocation formula, to $35.99 million. The Federal Aviation Administration proposal not to subject the increase for general aviation discretionary grants to the allocation formula will be most consistent with congressional intent and will prevent inconsistencies resulting from application of the formula.
