Availability of Air Force Appropriations To Pay Publication Fees

The availability of appropriations to pay publishing charges for the dissemination of research data was questioned. The Air Force is not authorized to expend appropriated funds for publishing in scientific journals since it lacks the express or implied authority to disseminate data generally. It was not demonstrated that such dissemination is necessary to accomplish some other purpose authorized by law.
