A carrier claimed part of an amount set off by the government against its freight charges because of a shortage in the shipment. The claim was disallowed because the government bill of lading showing receipt of the items by the carrier and the record of shortage at the place of delivery, together with the amount of damages, constituted a prima facie case of carrier liability. This was not overcome by the carrier's form reporting that the shortage was detected at the carrier's terminal during transloading.
