Reconsideration of Denial of Protest Involving Procurement Procedures

The protester requested reconsideration of a decision regarding the agency's violation of procurement procedures. The allegation that the agency's acceptance of an offered, but as yet unapproved, rate for telecommunications services would contravene the agency's procurement procedures provided no basis for GAO to take legal exception since procedures are policy statements not having the effect and force of law, and compliance with them is the responsibility of the agency head.
