Protest against Cancellation of Solicitation

A company protested against cancellation of a solicitation after it had protested that lower bidders were nonresponsive. The solicitation was properly canceled regardless of when justifications for cancellation were known to the agency since its defects made it prejudicial. Award to the low responsive bidder was not appropriate under these circumstances. The earlier protest involving responsiveness was moot.
