The incumbent contractor protested a contract award, alleging inadequate bid preparation time, refusal of a second prebid conference, estimates in the solicitation which were less than actual requirements, solicitation requirements for services which should not have been included, and improper conduct during bid opening. The issue of bid preparation time was academic since the protester did submit a timely bid and an amended bid. A prebid conference is not routine procedure, and the agency's refusal to grant a second one was reasonable. GAO did not challenge estimates which were based on the best available information or the decision to include certain work items in the solicitation. Allegations of improper conduct were not supported.
