Protest against Cancellation of Solicitation because of Ambiguous Specifications

A company protested cancellation of a solicitation because the Government contended that the specifications were ambiguous. The protester stated that the agency had used similar specifications in the past, and the specifications were not ambiguous or inadequate. The agency's requirements were not described properly, and the specifications were so inadequate and ambiguous that an award under them would not satisfy the Government's needs. The cancellation of the solicitation was proper.
