Real Estate Expenses: Loan Discount Fee

An advance decision was requested regarding an employee's claim for reimbursement of a loan discount fee incurred in the purchase of a residence incident to his permanent change of duty station. Even though the employee was reassigned again when the Civil Service Commission determined that the transfer violated reduction in force regulations and was unauthorized, payment of the claim was not authorized since payment is prohibited by Federal Travel Regulations.
