Question of Entitlement to Retroactive Temporary Promotion and Backpay

An employee questioned his entitlement to a retroactive temporary promotion and backpay incident to a period in which he claimed he performed duties in a position that, if properly classified, would be higher than the grade he occupied. The employee is not entitled to a retroactive promotion or backpay until the duties he performed are classified at a higher grade or pay level and he is appointed to that position.
