An employee on temporary duty requested reimbursement for car rental, claiming that there was no public transportation available from the apartment he rented to his office. Since there was no evidence that adequate lodging was unavailable in the immediate vicinity of the temporary duty office or where public transportation was available, the employee may not be reimbursed. There was also no evidence that the lodgings chosen provided an overall savings in expenses.
