Highlights

An employee requested reconsideration of a decision denying his claim for retroactive compensation for the performance of duties of a GS-11 while employed as a GS-7. He admitted that he was not qualified for the GS-11 position but claimed backpay for performance of GS-9 duties and submitted evidence that he was temporarily promoted to a GS-9 position. The disallowance was sustained since the evidence did not prove he was detailed to a GS-9 position, and his subsequent temporary promotion had no relation to the period of the claim.
