An employee who traveled under a blanket travel authorization claimed reimbursement for travel in a privately owned automobile instead of by common carrier or some other mode of transportation. The employee may be reimbursed for an amount not to exceed the constructive cost of travel by the least expensive mode authorized unless the driver of the automobile was also a Federal employee who received mileage.
