A company sent a request by TWX for a bid modification more than 1 hour before bid opening. The modification was not received until after bid opening, and the agency advised that it was precluded from considering the bid. A bid error may be corrected after bid opening if evidence shows that a mistake was made and how the mistake occurred; however, the presence of a late bid modification is not sufficient to establish the existence of error on the intended bid. The authority to correct mistakes alleged after bid opening but prior to award is vested in the procuring agency, and there is no evidence that the agency's decision was not reasonable.
